1000f2533c Reimplement the update-po4a-manual. 
This version can be build in parallel. Also remove the original po4a
update code.

14db2d8b01 Move pot-update dependencies in a separate file. 
This allows to move the po4a update tools in the same file and keep the
dependencies better together.
