Fix bug where you might get told you have money to recruit more,

...after you've spent it.
Don't label keep until neccessary.
Don't overwrite instructions to advance shaman behind unit on bridge.
Remove spurious ) at end of "I have advanced!" strings.

Second level of tutorial, minor tweaks to first level.

1) utils.cfg for shared tutorial utils, and use them in Level 1.
2) Minor Level 1 tweaks.
3) Level 2 teaches Zone of Control, Terrain, Recall, Advancement.
