Wiring in the 'Ruffian' to tSG.
...
This L0 Unit appears in the easy and medium difficulties in the first
three scenarios. The Ruffian's stats may need adjustment, as is they
were taken directly from the XE henchman. The hope is that this unit
will be useful for other campaigns, but i designed him for tSG.
Rather than radically change his concept, the unit should be moved (or
duplicated) to the tSG folders. Also created a smaller club and gave
it to the Footpad as well.

Fix bug #8910

(Halo glitches when teleporting) which happened only
when teleporting ouside of the screen.
Also add a flush of obsolete data (big buffer and overlayed_hexes
which could possibly cause unneeded image update) and so garantee to
force a refresh of these data.

Fix a strange bit of editing debris:

Unsynchronized flags:
...
Previously all the flags of a team were synchronized, can be seen with
adjacent villages (like on test scenario).
+ the animation are now locally frame-shifted, not time shifted, so the
update are synchronized. This looks better and prevents multi chain
reaction update when group of units are near different team villages.
- now it's better to have flag animation with a regular tempo, however
you can always repeat a same frame if needed.
