Timotei Dolean 7b5f160e43 eclipse plugin: Append the ".qualifier" to the plugins...

...so it can be replaced with the build timestamp.
This is a standard for all eclipse plugins

This is a directory of miscellaneous developer tools for Battle for Wesnoth,

Tools that work on data (WML, maps, images, sounds) no longer belong here.
Go to data/tools for those.
