sync attack events, sync start/prestart, fix  gna.org/bugs/?20871, partly implement gna.org/bugs/?21697 fixing OOS related to [get_global_variable], unify the rng for attacks and other things, implement a third argument for wesnoth.synchronize_choice, implement the deterministic mode for sp.
